PACE denied the allegations that the Russian delegation was denied the right to speak at sessions.

On the eve of a member of the state Duma Committee on international Affairs Anton Morozov said that the PACE’s decision concerned not only the deprivation of voting rights, the rights of speech against the Russian delegation. According to Morozov, «there was a decision not only the right to vote to deprive, but also the rights of performance.» He added that «in fact, a platform for us to lose all meaning», as it is primarily a negotiating platform.

Thus he commented on the website of the Assembly, the Secretary-General of the PACE Wojciech Sawicki. In his paper, Sawicki recalled that in April 2014, and then in January 2015 the parliamentary Assembly considered the question of the credentials of the Russian delegation «because of Russia’s annexation of Crimea.» Sawicki said that in both cases, the Assembly, after debate and a vote, decided not to deprive the Russian delegation of its powers, and to deprive the Russian Parliament certain rights in the Assembly, including the right to vote. Thus, according to Savitsky, 2016 sanctions against the delegation of the Assembly technically no, since the Russian Federation at the January session of the organization for three years did not confirm their participation in PACE.

Commenting on the statements of the Deputy, PACE RIA Novosti pointed out that «the Russian delegation was denied the right to speak.» Any details to what was said in the Assembly failed.

The Russian delegation in PACE in April 2014 was denied the right to vote because of events in Ukraine and the reunification of the Crimea with Russia. In 2015, the PACE has twice considered the question of the restoration of Russian delegation’s credentials, but then the sanctions became tougher. In response, the Russian delegation said the refusal to work under such conditions, and in 2016-2018 did not request confirmation of their authority due to the persistence in Strasbourg anti-Russian sentiment.

At the end of June 2017, it became known that Moscow suspends the payment of its contribution to the Council of Europe in connection with the participation of the Russian delegation in the PACE. This year, Russia has continued to pay its contribution. The Secretary General of the Council of Europe thorbjørn Jagland in early October, referring to the Charter, recalled that if the country does not pay two years contributions statutory body — the Committee of Ministers may consider the issue of the exclusion of this country. A two-year term comes to Russia at the end of June 2019.
