The price of the insurance policy after the planned reforms in this area can be reduced by about three dozen of the country’s regions, but only for drivers who drive accident-free, told reporters on Wednesday the Chairman of the Bank of Russia Vladimir Chistyuhin.

The Ministry of Finance and the Central Bank is now preparing the first phase of liberalization of the insurance. So, the Central Bank has developed draft guidance which proposes to extend the tariff corridor in the CTP, to change the system of calculation of the coefficient «bonus-Malus» (MSC) and the coefficient of «age-experience» (FAC). The bill of the Ministry of Finance envisages the abolition of the two factors of territory and power, as well as the introduction of a number of individual driver factors.

«We have such an overall assessment was not done. We looked at the information that was given to the Russian Union of insurers, the information given publicly by some insurance companies. We did that is until about 30 regions, where it may be reduced (cost. — Approx. ed.) of insurance policies. But this is not all drivers who drive in this region. It’s the drivers who are accident-free driving, which is a good story,» said Chistyukhin in response to the question about the number of Russian regions, which can be reduced the cost of insurance policy.

On Thursday, the Russian Union of motor insurers (RAMI) identified 20 regions where the tariffs on «motor» in the future may be adjusted downward. This list included Pskov, Ryazan, Orel, Bryansk, Novgorod, Kaliningrad, Sakhalin, Krasnoyarsk, Udmurtia, Chuvashia, Kursk, Kirov, Tomsk, Saratov and Kaluga regions, Zabaikalsky Krai, Nenets Autonomous Okrug, Republic of Karelia, Mordovia and Sakha (Yakutia). They were all related to the so-called «green zone».

However, the final decision in relation to the size of the tariff will be made by the insurers, who are now conducting analysis of their portfolios, it was emphasized in the press release, RSA.

In General, the SAR expected that the results of liberalization of insurance, which involves the extension of the tariff corridor with the exception of a few of the factors used in calculating the value of the policy, the rates will be reduced by approximately 83% of drivers.
