LDPR leader Vladimir Zhirinovsky believes that instead of a tax for self-employed in Russia it is necessary to introduce patents for such citizens.

«Tax on self-employed — better patent, let the patent is small, so that people could work and were not afraid», — said Zhirinovsky told reporters.

The state Duma is currently considering a package of bills on tax regime for self-employed – the so-called tax on professional income. It will be able to go self-employed citizens, including individual entrepreneurs, whose income does not exceed 2.4 million rubles a year, and who have no employer and do not attract employees under labor contracts. Registration of persons wishing to migrate to the new tax regime, will be possible without a visit to the tax authority via mobile app «My tax».

The tax rate for them will be 4% on earned income, if the entrepreneur is working with individuals, and 6% — if it serves the interests of legal entities. In the experiment, the tax regime will operate from 1 January 2019 to 31 December 2028 in four regions: Moscow, the Moscow and Kaluga regions and Tatarstan Republic.

Earlier, the head of the Duma Committee on budget and taxes Andrey Makarov told what the penalty will have to pay self-employed citizens who try to hide their income from the Federal tax service: it will be 20% of the amount of violation, if the taxpayer caught the first time, and 100% of the amount of hidden income during a repeated attempt of non-payment of tax.

Meanwhile, press Secretary of the President Dmitry Peskov said that no position on the initiative of deputies of the state Duma to penalize self-employed has not yet been formed.
