The Commissioner for human rights in the Russian Federation Tatiana Moskalkova participated in the parliamentary hearings in the Federation Council urged the Senator Lyudmila Narusova to help with the validation of the detention center and colonies on allegations of torture and advocated that the investigation of such violations engaged in district investigators.

Russian Senator Ludmila Narusova showed the meeting a video which the staff of the Yaroslavl and Omsk colonies mocks the prisoners. It is proposed to introduce criminal liability for torture.

In response Moskalkova urged the Senator to join the ombudsmen and participate in prison visits. Also the human rights activist added that the responsibility for torture is already established in the Criminal code.

«I think that would be important in Criminal procedure (the code) to make changes to investigated not by the investigators, who in this territory, and the district at least», — said the Ombudsman.
