The traffic police have failed to make rulings on more than five million of penalties due to a technical error that occurred in the database, it is reported «Kommersant» with reference to traffic police chief Mikhail Chernikov.

As Chernikov said at the conference in Sochi, the crash occurred in Moscow because of «incorrect merging databases» Federal information system (FIS), which is used, among other things, auto-commit administrative violations (CAFAP), which make decisions on the basis of the testimony of the cameras.

«The house is not pointed, then flat, then a name is insufficient,» he said.

The program, which forms the decree, sent a document to the trash, the newspaper writes, citing its sources.

Given the fact that 2017 in the capital with the help of the cameras was issued 24.6 million in fines, and in 2016 — 25,1 million, we are talking about the 10% of unrecorded violations in two years, says «Kommersant».

In the regions there is a similar problem, the newspaper writes, but in Moscow it is expressed most clearly, as the capital accounts for 25-30% of all recorded administrative offences due to the work of the greatest number of cameras.

Earlier media reported that the shelf life of penalty letters from the traffic police in post offices will be reduced from 30 to 7 days. The relevant amendments to the decree on the rules of rendering of postal communication services have developed in the Ministry of communications.
