The Ministry of transport of the Russian Federation the project of strategy of development of road and urban ground electrical transport of the Russian Federation for the period up to 2030 proposes to introduce discounts on public transport in so-called off-peak time periods, according to the website of the Ministry.

The Ministry of transport last week published a draft of the actions plan on strategy implementation of development of road transport and urban surface electric transport of Russia until 2030. In particular, it talks about the plans for the use of dynamically regulated tariffs in public transport to manage peaks of passenger traffic.

«According to the document (the draft strategy — ed.), regions are encouraged to consider the widespread introduction of mechanisms for the management of transport demand, with priority given to public transport. Among the possible measures – the introduction of dynamically regulated tariffs to manage peaks of passenger traffic. We are talking about discounts on public transport in the so-called «off-peak» periods of time, not to increase tariffs in «rush hours», — notes the Ministry.

It adds the transport Ministry, the practice used in several foreign cities, e.g. in Hamburg, Frankfurt, London and elsewhere. In particular, in Hamburg the cost of a monthly ticket, prohibiting travel in the morning peak weekdays from 6 to 9 a.m., 27% lower than the full ticket.
