The CIS should adapt to the new reality, says expert

The Commonwealth of Independent States must adapt to new realities and to find their role, according to the expert of Institute of world economy at the Foundation of the first President of the Republic of Kazakhstan Zhumabek Sarybekov.

«The organization needs to adapt to new realities and to find the role that it will effectively implement it,» he said during the video-conference in MIA «Russia today».

According to Sarybekova, the cause of the slowing down of the CIS was that «over the years the Commonwealth and could not become a real mechanism of economic integration.» He also noted the decline in trade between CIS countries in comparison with the volume of foreign trade.

«In the framework of the CIS there is an opportunity for breakthrough in economic cooperation. Currently, negotiations on the agreement on free trade in services,» said Karabekov. Trade in services will allow the CIS to build a large service center and to increase mutual investment, he said.

According to the expert, to deepen work in the framework of the CIS, first of all, to cooperate with Uzbekistan in a number of other countries participates in the development of the agreement on free trade in services. «There remains the task of improving contractual frameworks and elimination of tariff barriers,» he said. Strategically important direction of Sarybekov also called the development of transport communications.

The Chairman of the Committee on industrial policy, exports, infrastructure and public partnership of the chamber of Commerce of Kyrgyzstan Kubat Rakhimov expressed the view that to improve the dynamics of the Commonwealth and updating of its structure should move the capital of the CIS in one of the capitals of Central Asia.

«With full confidence I believe that we need to move the capital of the CIS in one of the capitals of Central Asia. Given the plans to build a nuclear power station in Uzbekistan, in Navoi, as well as the ongoing interest of Kazakhstan in nuclear power station construction, either in Tashkent or Astana, there is a sense to move the capital of the CIS to encourage the very structure,» he said.

Head of Department of international relations of the Academy of management under the President of the Republic of Belarus Sergei Kizima believes that the main problem is the lack of proper funding.

«Migration from Central authorities in another place with a shortage of funding we do not receive virtually any effect,» he says. In addition, according to Kizim, we need to work with young people and to develop new technologies. «The main task is to unite the talents, what is left, to form the correct new policy and to avoid that these talents went (in other countries — ed.)», — said the expert.
