Russian President Vladimir Putin defined the main principles of migration policy, including the priority of interests of Russian citizens and the diversity of regional and ethno-cultural lifestyles of the population, the text of the concept of state migration policy of the Russian Federation for the years 2019-2025 posted on the Kremlin website.

«The basic principles of migration policy are… priority to the interests of the Russian Federation and Russian citizens, permanently residing on its territory, the diversity of regional and ethno-cultural lifestyles of the population of the Russian Federation», — stated in the text of the concept.

In addition, among the basic principles indicates the complexity of the decision task migration policies taking into account socio-economic, cultural, demographic, and other development of the Russian Federation, coordination of activities of Federal bodies of state power, bodies of state power of subjects of the Russian Federation and bodies of local self-government in the field of migration.

According to the text of the concept, the basic principles of migration policy are also part of civil society institutions in the implementation of migration policy in compliance with the principle of non-interference in the activities of the Federal bodies of state power, bodies of state power of subjects of the Russian Federation and bodies of local self-government and financial coverage of measures for implementation of migration policy.
