The Finance Ministry does not set strict deadlines for the introduction of environmental tax, will focus on a thorough study of the issue, but I would like that the rules came into force from 2020, said the Director of the Department of revenue of the Ministry of Finance of Russia Elena Lebedinskaya.

«Hurry here we do not have any. A rigid schedule — we do not run. Yes, it would be nice if 2020 have something to do. But again, if there are objective reasons have to postpone the coming into force in 2021, it will not be a global problem,» said Lebedinsky, speaking at the Tax forum of the chamber of Commerce.

«For us it is still a project working with non-tax payments, and we’ve been doing this for a very long time, and I want a good quality result,» she continued, adding that before the end of the year will likely be held another meeting of the working group on the bill.

She also commented on proposals on the settlement of the question of the use of funds from the environmental tax and the establishment of special environmental funds.

«You need to think in what form the targeting should be fixed. And I’m not sure this is a direct commit to the Budget code. I think it’s a more complex issue. As a matter of policy in the field of ecology. But, you might also need to set some limitations. We are ready for the subject to think», — said the representative of the Ministry.

The Finance Ministry plans to include in the Tax code, a new environmental tax that, by design, will replace the current payment for negative impact on the environment (NVOS). The Ministry plans to convert into six different tax payments in the classification non-tax payments.
