The agreement signed in Istanbul the President of Ukraine Petro Poroshenko and the Patriarch of Constantinople, Bartholomew, is a framework and does not require ratification, said Monday at a briefing Advisor to the Ukrainian President, the Director of the National Institute for strategic studies, Rostyslav Pavlenko.
The text of the agreement does not appear either Kiev or Constantinople. The UOC said that the agreement is irrelevant from the point of view of Church canons, the ROC – it lies outside the canonical field, and is solely political.
«Relevant law of Ukraine on freedom of conscience and religious organizations, not just entitles and obliges the state to contribute to religious organizations in the realization of their legitimate interests. According to him, the agreement specified that Tomos will be provided after the unification Council will be elected to a single Abbot. «Government on its part in the framework of current legislation of Ukraine will contribute to the process of creation of the Ukrainian Church and the Ecumenical Patriarchate will contribute primarily to the relations of this Church with the universal Orthodoxy», — said Pavlenko.
He noted that this is based the mission of the Patriarchate of Constantinople in Ukraine — Stavropegic establishment which will act in Kiev, St. Andrew’s Church and will be a kind of Embassy KPC.
The authorities in Kiev and non-canonical Church structure in Ukraine hope till the end of the year to receive the Tomos of autocephaly from Constantinople, but Tomos can get only the Primate of the «United» Church, it needs to select on the «unification Council» of the Orthodox churches in Ukraine, which date is not appointed yet. This canonical UOC said that is not going to participate in this event.
Because of the decision of Constantinople to begin providing non-canonical autocephaly churches in Ukraine, which the Russian Orthodox Church is called the schism, the Synod of the Russian Orthodox Church on 15 October announced the severance of communication with the Patriarchate of Constantinople on the canonical territory of the ROC, including Ukraine and Belarus.
The Holy Synod of the Russian Orthodox Church has called canonically void, and saw politics in the abolition of Constantinople by the act of 1686 on the transfer of the Kyiv Metropolitanate to the jurisdiction of the Moscow Patriarchate. Metropolitan Hilarion said that Constantinople lost its right to be called the coordinating centre of Orthodoxy.
