Adoption of the rules of identification of users of instant messengers by phone number justified by the increase in the number of offences with the use of messengers, said to RIA Novosti, a partner of the Collegium of advocates «Muranov, Chernyakov and partners» Oleg Moskvitin.
«On the one hand, the adoption of the rules may be considered legitimate users as restricting their rights and freedoms, on the other hand, implementation of many disorders ranging from minor to serious crimes occur with the use of such messengers that shows the possible validity of the adoption of the new rules,» said Moskvitin.
The Russian government on Tuesday approved rules for the identification of users of instant messengers by phone number, evidenced by published resolution of the Cabinet.
According to Moskvitin, the rules «has a positive aspect: for example, users «one-time» of mobile numbers can no longer have the status of incognito and use this form of communication like Telegram, WhatsApp and others, for illegal purposes».
However, the lawyer stressed that the implementation of these legislative innovations must be accompanied by the improvement of the judicial practice of granting access to the correspondence, and protection of customer data and the privacy of correspondence from illegal intervention of law-enforcement bodies and other entities.
«We are concerned about such measures, both Russian and foreign citizens, due to the reluctance to hide some of the offense, a fear of unlawful interference in their personal lives and business, wrongful prosecution,» — said the Agency interlocutor.
