The state Duma Committee on financial markets recommended to the lower house of Parliament adopted in first reading a bill that would allow police without a court order to have the operators location data of mobile phones of the missing citizens in order to find these individuals.

The document, introduced by a group of deputies and senators, headed by Valentina Matvienko is prepared pursuant to the instructions of the President of Russia Vladimir Putin, which provides for preparation of proposals on measures to ensure operational search for missing people by location owned mobile devices.

Currently, the laws «On communications» and «On operational-investigative activities» does not regulate the procedure of obtaining such information by law enforcement agencies that do not allow them to use this information to organize the search for missing people, explained earlier, one of the authors of the legislative initiative, Senator Andrey Klishas. The bill, he said, will allow us to obtain relevant information and to prevent loss of life due to not undertaken timely measures for their search and rescue.

The bill also authorizes the subscribers of mobile operators to remotely give consent the citizen to the transfer of information about its location to third parties. This method of obtaining consent is relevant in situations when the caller cannot come to the office operator. For example, a lost person, being in range of a network, can remotely Express consent to the transmission of location information to relatives or rescue squads.
