The documents, which specify what and how much money is allocated from the budget for state programs should be free, said the Commissioner for human rights in the Russian Federation Tatiana Moskalkova, summing up the meeting of the coordination Council of «protecting the rights of citizens to education».

«We would like transparency in these programs. May they be somewhere on display for discussion and understanding that the money for the construction of a specific kindergarten or marketing research,» — said Moskalkova.

The Ombudsman added that the state has set the task of creating a government program and allocated 170 billion rubles in early childhood education and 270 billion — at the school.

According to Moskalkova, commissioners for human rights should be included in this work.

«We have a lot of money spent on marketing research, the results of which no one ever uses. We would like to participate in this national, professional control,» — said the Ombudsman.
