Finland does not intend to exclude Russia from the Council of Europe

The Finland presidency of the Committee of Ministers of the Council of Europe does not intend to initiate Russia’s expulsion from the organization for nonpayment of dues, told RIA Novosti on Thursday at the foreign Ministry.

Finnish presidency of the Council of Europe will begin on November 21 and will last until the end of may 2019.

«No, this question is not part of our agenda during Finland’s presidency», — told the Agency.

The Ministry added that «I believe that respect for human rights and access to Council of Europe conventions and, in particular, the European court of human rights, it is important in all member States of the Council of Europe for more than 800 million citizens.»

The Russian delegation in PACE in April 2014 was denied the right to vote because of events in Ukraine and the reunification of the Crimea with Russia. In 2015, the PACE has twice considered the question of the restoration of Russian delegation’s credentials, but then the sanctions became tougher. In response, the Russian delegation said the refusal to work under such conditions, and in 2016-2018 did not request confirmation of their authority due to the persistence in Strasbourg anti-Russian sentiment.

At the end of June 2017, it became known that Moscow suspends the payment of its contribution to the Council of Europe in connection with the participation of the Russian delegation in the PACE. This year, Russia has continued to pay its contribution. The Secretary General of the Council of Europe thorbjørn Jagland in early October, referring to the Charter, recalled that if the country does not pay two years contributions statutory body — the Committee of Ministers may consider the issue of the exclusion of this country. A two-year term comes to Russia at the end of June 2019.
