Oil companies have imposed hidden costs on fuel for corporate clients, worsening conditions for fuel cards and introducing additional service charges, informs «Kommersant».

According to interlocutors of the edition, the first of the companies introduced surcharges instead of discounts for corporate customers using fuel cards «Gazprom Neft».

«According to the letter of the General Director of OOO «ESA-Processing» (a division of ESA, owns 90 filling stations in Moscow) Evgeny Chertkov its customers, «Gazprom oil» as a partner of the ESA at the filling station network has changed the financial terms of the cards due to the unstable situation on the market (there is a letter «b»). According to Mr. Chertkov, the business now pays for diesel fuel is 5% more «prices of the stele» filling stations, for petrol — 1%», — the newspaper writes.

The source of «Kommersant», close to «Gazprom oil», called the charge «a service fee for fuel card». As noted by other sources, all the major oil companies began to degrade prices at the pump with fuel cards after the agreement with the government on the freezing of wholesale prices.

In the office of Deputy Prime Minister Dmitry Kozak, Kommersant reported that the government has no information about the client programs networks.

According to a source in «Gazprom Neft Corporate sales», the company «realized a gradual change in the conditions of sales by fuel cards in favor of the development of service proposals.» He also said that «current conditions for corporate customers depend on the volume of consumption and the geographical features of the region.»

Another source said that Rosneft has canceled discounts. According to another source the newspaper, LUKOIL has no plans to remove the discount, but the conditions on the cards deteriorated.

The Ministry of energy, FAS, oil companies and independent refineries at a meeting on 31 October agreed on the so-called measures of stabilization of prices in the fuel market, agreeing the level of supply of petroleum products to large and small wholesale at fixed volumes and prices. It was declared that the rates to the end of the year will be at the end of may — beginning of June and then slowly indexed in the framework of the annual inflation rate of 4-4. 6 per cent. Monthly production and sales of oil products should be 3% higher than the corresponding month in 2017. The agreement is valid until March 31.
