The Cabinet will discuss the involvement of private investors in the conservation of cultural heritage of Russia

The Russian government on Thursday will discuss the possibility of participation of private investors in the work on preservation of objects of cultural heritage of the country, reported the press service of the Cabinet.

Earlier the President of Russia Vladimir Putin instructed the government to improve legislation in the sphere of protection of monuments of culture. In particular, the government has until 1 March 2019 to study the issue of preservation of color and planning decisions when adapting cultural monuments to modern usage. Also, the government needs by may 1, to tighten the requirements for qualification of persons engaged for works on preservation of objects of cultural heritage.

«In accordance with the draft law to the reconstruction of cultural heritage objects will include works for the preservation of the object in poor condition. Concessionaires and private partners will be required to carry out works on preservation of object of a cultural heritage in compliance with the requirements of the legislation in the field of preservation, use, popularization and state protection of objects of cultural heritage», — stated in the message.

The purpose of the bill is creation of legal conditions for the maximum involvement of private investors in the sphere of preservation of cultural heritage by entering into concession agreements, agreements on public-private and municipal-private partnership.

«The bill will create additional opportunities for the preservation and restoration of cultural heritage», — stated in the message.

The bill was approved on October 29 meeting of the government Commission on legislative activities.
