The Verkhovna Rada adopted in first reading the draft law «On the area of Ukraine», which will expand the controlled Kiev territory on the sea to 12 nautical miles.
The decision was supported by 238 MPs with the necessary minimum of 226 votes. Document yet to pass its second reading.
The explanatory note States that Moscow allegedly doing illegal economic activities using the commercial fleet under the Russian flag and the flags of third countries.
It is noted that Kiev has lost the ability to control the navigation. In particular, Ukraine can not stop and search ships suspected of illegal activities.
The authors suggest at the legislative level to resolve the status of so-called adjacent zones, which will allow to realize the opportunities offered by the Convention on the law of the sea 1982.
In particular, article 33 of the Convention allows the coastal state to exercise in this zone the control to combat violations of customs, fiscal, immigration and sanitary regulations.
«The law will expand the controlled territory to the sea at 12 nautical miles (24 miles away), will create the Foundation for a substantial reduction of illicit traffic in the Black sea, prevent the violations of the state border have a positive impact on security in the region and ensuring the economic sovereignty of Ukraine», — stated in the explanatory note to the document.
The law is not relevant
State Duma Deputy from the Crimea Ruslan Balbec said that the Ukrainian draft law are irrelevant since Russia itself is able to deal with economic crimes.
«The Russian economic zone remains in its old borders, and any intruders, whether smugglers, fishermen or producers, will immediately be arrested. The fight against smuggling and economic crimes, we will hold ourselves, without the Ukrainian tips, so today the proposal of Ukraine at least is not true,» said Balbec RIA Novosti.
He noted that the law, if adopted, does not threaten the Russian shipping.
«But the brainwashed new trends in Kiev, Ukrainian sailors who go «card-new» Maritime territorial zone may be in a Russian prison. I would like to prevent similar incidents and to refer to them: believe of Maritime international navigation,» the MP added.
Kiev may start provocation
On radio Sputnik Ukrainian politician and human rights activist Vladimir Oleynik suggested that Kiev this bill is preparing the ground for provocations in the Black sea.
«Most likely, this bill is directed exclusively against Russia – to formally obtain for customs, border service of the additional legal arguments to conduct inspections of Russian ships. And in fact, constantly create provocations. Of course, they will not manage to implement them», — concluded the politician.
