The summit of the organization of collective security Treaty (CSTO) will be held on Thursday in the capital of Kazakhstan. At the summit, among other issues, will discuss the candidacy of the new Secretary General of the organization instead of Yuri Khachaturov, held in Armenia in the case of the overthrow of the constitutional order.
It is known that the meeting will be attended by the presidents of Russia, Kazakhstan, Kyrgyzstan, Belarus, acting Prime Minister of Armenia.
New CSTO Secretary General
As reported to journalists by the Russian presidential aide Yuri Ushakov, the leaders of the collective security Treaty organization in the narrow format behind closed doors to discuss the election of a new Secretary General of the organization.
The representative of Armenia Yuri Khachaturov, who earlier held the post of Secretary General of the CSTO, was dismissed, the acting became his Deputy Valery Semerikov. Armenian investigators presented Hachaturova the prosecution to overthrow the constitutional order in the criminal case about the protesters on 1 March 2008.
The court released Khachaturov bail. After that Armenia has proposed to the CSTO countries to start the process of replacing the Secretary General of the organization. The CSTO includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.
«Then there could be three possible options: or the interim Secretary General until may 2020, the Deputy Secretary-General, that is (Valery — ed.) Semerikova. The second option — the election of the Belarusian representative to this post, because after the Armenian alphabet is Belarus, and the third option, which insists the Armenian side, an election before may 2020, at this period, again representative of the Armenian», — said Ushakov, adding that the election of a new Secretary General is a sensitive issue, and resolved it will be closed.
Previously, the newspaper «Kommersant» with reference to diplomatic sources reported that the probable candidacy of Belarus can become the Secretary of security Council Stanislav Zas.
Associate Professor of the Department of regional studies and foreign policy of the Russian state humanitarian University Sergey Markedonov believes that «the CSTO is very cumbersome, because the member countries have very different interests.»
«There is regional specialization. In fact, the CSTO is three separate clubs: the Caucasus, Europe and Central Asia. Russia in three clubs present, the remaining members dispersed to three clubs. Belarus hardly interesting the Tajik-Afghan border. Tajikistan or Kazakhstan can’t be a very interesting Karabakh, given the fact that Kazakhstan and Belarus have their own trade, including military-technical relations with Azerbaijan», — he told RIA Novosti.
But at the same time, the expert noted, as a CSTO member Armenia has the opportunity to receive Russian weapons discounts or credits. «Will the CSTO – the weapon will be sold to India or Eastern partners», — explained the expert the interest of Armenia to the structure.
New presidency of the CSTO
According to Ushakov, the next Chairman of the CSTO will Kyrgyzstan.
«We commend the work done by Kazakhstan during the presidency in the CSTO. After Kazakhstan’s chairmanship passes to Kyrgyzstan», — said Ushakov.
As reported on the website of the CSTO, at the upcoming summit, President Sooronbai Jeenbekov will announce the priorities of Kyrgyzstan for the period of its chairmanship in the next intersessional period.

According to Ushakov, at the session of the CSTO will discuss the various problems of international and regional security and cooperation between member States.
«Details will be discussed anti-terrorism issues, as well as the situation in the Syrian settlement, the situation in Afghanistan, others are clearly a critical point,» — said Ushakov.
The head of the press service of the foreign Ministry of Kazakhstan Aibek Madiyarov reported that following the meeting will be signed a number of documents.
«On the sidelines of the summit is also expected to a joint meeting of the Council of foreign Ministers, Council of defense Ministers of the Committee of secretaries of security councils of the CSTO,» — said Smagulov at the briefing.
He noted that «the summit is expected to adopt a number of documents, including the final Declaration of the summit of the collective security Council of the CSTO joint statement on coordinated measures against persons involved in armed conflict on the side of terrorist organizations, four international Treaty providing for the amendments to the statutory documents of the CSTO on the issue of the representation of Armenia in the collective security Council, as well as amendments to the agreement on the legal status of the CSTO.»
«For consideration of the heads of States will also be presented the decision of the Council of collective security aimed at improving the crisis response of the CSTO, countering illegal migration, the development of a coordinated information policy, clarification of the organizations and of the composition of the Collective forces, the approval of candidates for the post of Chairman of the interstate Commission on military-economic cooperation», — said Smagulov.
According to him, «some noteworthy documents on the legal status of «partner» and «observer» to the CSTO, the adoption of which opens the possibility to build cooperation with a number of third countries to a qualitatively new level.»
Yesterday the Chairman of the state Duma Vyacheslav Volodin invited the parliamentarians of Uzbekistan to become observers at the CSTO parliamentary Assembly.
