Vyacheslav Tsepovyaz, who is serving a sentence in the case of mass murder in the village Kushchevskaya, was put in a penal insulator (SHIZO). This was told RIA Novosti the Chairman of the public oversight Commission of the Amur region Natalia Okhotnikov.
