The legislative Assembly of Krasnodar region in the state Duma introduced a bill that prohibits the sale of alcohol at night in bars located in residential buildings and additions to them.

The document prohibits from 23 hours to 11 hours local time the retail sale of alcoholic beverages in the catering facilities located in apartment buildings, as well as in embedded, attached and built-in and attached premises in them.

Regional legislators say that the organs of state power and local self-government in Krasnodar Krai «received numerous complaints from citizens living in apartment houses (MCD), the activities of the organizations of trade and public catering, premises of which are located in basements and on first floors of apartment buildings».

These complaints due to the fact that buyers of alcoholic beverages, usually drink it in the courtyards of these houses, on playgrounds, disrupting social and sanitary order, peace and quiet citizens. Often there are conflicts visitors to places of entertainment among themselves and with the residents of apartment buildings who want to retain peace of mind about your own home.

In order to «improve security of physical and moral health of the residents of» the bill and proposed to introduce the corresponding restriction of the retail sale of alcoholic beverages in MKD and additions to them. «The proposed changes fully comply with public policy objectives on strengthening law and order, protection of constitutional rights and interests of citizens, to reduce the level of alcohol consumption in Russia and minimize damage from incidents related to alcohol intoxication citizens», according to the Krasnodar legislators.
