Alternative to the negotiations on Libya no, all parties must continue the dialogue on the compromise, said the first Deputy head of RF government staff Sergey Prikhodko.

The Chairman of the government of the Russian Federation Dmitry Medvedev on November 12-13 will take part in the International conference on Libya in Palermo, organized at the initiative of the Prime Minister of Italy, Giuseppe Conte.

«We believe that alternatives to negotiation process. All Libyan parties must continue the dialogue on compromise, based on Shirtshe agreement, which is the only viable basis for achieving a lasting solution to what, in particular, expressed in the adopted 13 September this year the UN security Council resolution 2434», — said Prikhodko.

He noted that the main work to achieve mezhliviysky settlement should be carried out under the auspices of the UN. According to him, Russia supports the efforts of the special representative of the UN Secretary General on Libya Ghassan Salam efforts to implement the «action plan» which provides for the holding of the national conference and oblivisci elections.

One of the main obstacles to resolving the situation Prikhodko called the unsatisfactory situation in the sphere of security. «There are many terrorist enclaves, which settled the militants* and «al-Qaeda»* replenishing their ranks returning from Syria and Iraq of extremists. From late August to late September in Tripoli there were clashes between local armed groups. Moreover, the threat of terrorist attacks, including against foreign interests,» — said Prikhodko.

In addition, he noted that the parties are unable to agree on a legislative framework necessary for the organization of the people’s will: the meeting of the chamber of deputies in Tobruk in Eastern Libya review of laws on the constitutional referendum and elections is constantly transferred from-for absence of quorum.

The first Deputy head of the government apparatus of the Russian Federation considers important in the context of the Libyan dialogue «benevolent external support the political process in the country», which should be coordinated and fit into an «action Plan» of the UN on Libya.

Russia hopes that the holding of credible parliamentary and presidential elections in Libya will create a full system of government that would be able to bring the country on the line of sustainable growth. «We urge the Libyan parties directly involved in the process of national reconciliation and the creation of a new Libya, to show maximum good will, the ability to overcome differences and work together to implement common tasks,» — said Prikhodko.

After the overthrow and killing of Muammar Gaddafi in 2011, Libya began a political crisis. Now reigns in the country the diarchy in Tobruk in the East and home to a Parliament elected by people and in Tripoli — in the West — rules generated with the support of the UN and the EU, the government of national consent headed by the Prime Minister Fitom Barragem. The authorities of the Eastern part of the country operate independently from Tripoli and cooperate with the commander of the Libyan national army Marshal Khalifa the Haftarot, whose army leads a protracted war with the militants.
