Prime Minister Shinzo Abe really declared Japan’s willingness to revisit the question of a peace Treaty with Russia on the basis of the 1956 Declaration, told reporters Russian President Vladimir Putin.

Putin recalled that in 1956 the USSR and Japan signed a Declaration, which stated that the Soviet Union after the signing of the peace Treaty is ready to transfer to Japan two South Kuril Islands. However, he noted that the document «does not say on what basis the transfer, does not say under whose sovereignty these Islands will remain, but recorded the willingness of the Soviet Union, these two Islands to convey.» According to Putin, after both countries ratified the document in their national parliaments, but then «Japan has refused to implement these agreements.» «Since all this is taking a long time… the Soviet Union also refused further performance. Then the Japanese asked us to return to these issues in the framework of this Declaration, but during the discussion the center of gravity has shifted and has moved, essentially, from 1956 Declaration,» — said Putin.

«But yesterday, indeed, in the course of our meeting, the Prime Minister said that Japan would be ready to return to the discussion of the problem on the basis of the 1956 Declaration. But this requires, of course, a separate, additional serious consideration, bearing in mind that in the Declaration itself, as I said, far from clear. There’s basically only outlined the problem that the Soviet Union is ready to transfer the two Islands southern part, but it does not say on what grounds and under whose sovereignty they fall. It’s all a subject of serious consideration, especially when Japan itself from the implementation of these agreements refused,» — said Putin.

The meeting of Putin and Abe held yesterday on the sidelines of the ASEAN summit in Singapore.
