A group of deputies from the Communist party headed by Gennady Zyuganov in the Duma introduced a bill on the introduction from 2020 of a state monopoly on production and turnover of ethyl alcohol and alcoholic products in which it is used, from the database of the lower house of Parliament.

In order to ensure that such a state monopoly, the bill proposes to create in 2020, a national organization (Association), which will bring together as the branches of all the organizations engaged in the production and turnover of ethyl alcohol and alcoholic products with the established requirements.

«The creation of this nationwide organization is possible on the basis of JSC «Rosspirtprom» with the transfer into its structure as branches now operating in that market associations with the increase in the state share in their authorized capital (Charter Fund) from 50 to 100% over the period 2019-2020″, — says the authors of the legislative initiative.

They pay attention, referring to experts of the Institute of Economics that the market of legal production and turnover of ethyl alcohol and alcoholic products with usage of ethyl alcohol more than 74% are the enterprises of OJSC «Rosspirtprom», «Tatspirtprom» and «Bashspirt», which authorized funds the state share is 100%.

«In fact, required to carry out organizational measures of nationalization (for withdrawing) objects and basic technological equipment of organizations, occupying 26% share of this market, whose authorized capital the state share is less than 50%, bringing this share to 100% in the next two years,» say the developers.

«The bill is developed in connection with necessity of government action to suppress the illegal market of production and turnover of ethyl alcohol and alcoholic products in the country. Today, there are strong incentives for conducting illegal activities in the alcohol market. According to the EEC (Eurasian economic Commission – ed.), 74% of the price is taxes, which creates incentives to organize an illegal enterprise» — reminiscent of the developers.
