Member of the Federation Council Vladimir Lukin in the Duma introduced a bill to change provisions relating to municipal filter should be from the database of the lower house of Parliament.

«This draft Federal law is aimed at reducing from 5-10 to 1-3 per cent of deputies of representative bodies of municipal entities and (or) elected in the municipal elections of heads of municipal formations of the Russian Federation. As well as the reduction from three fourth to half of municipal districts and urban districts of the Russian Federation subject in which the candidate should be supported the specified persons», — reported in the explanatory note of the project.

The author of the initiative also notes that the request for the amendment of the provisions of the municipal filter is supported both by the government and the Central electoral Commission and the wider electorate.

Lukin believes that the experience of conducting election campaigns at elections of heads of subjects of the Russian Federation in 2017 and 2018 demonstrates the need for changes in this process, especially in the provisions on the so-called «municipal filter».

The MP said that currently, the nomination of a candidate by a political party and the nomination of a candidate in the self-nomination needs support from 5 to 10 percent of deputies of representative bodies of municipal entities and (or) elected in the municipal elections of heads of municipal formations of the Russian Federation. The candidate should be supported the specified persons in three quarters of municipal areas and city districts of the Russian Federation.

«Introduction some time ago this provision in the electoral law contributed to the strengthening of stability in the electoral process. However, it has strongly complicated the ability to reach the perfectly rational opposition candidates,» the politician believes.

The introduction of the proposed changes, in the opinion of the author of the project, will contribute to the development of democratic norms of the electoral legislation and competition in the elections of heads of subjects of the Russian Federation.
