The regions may grant the new powers regarding the treatment of stray animals, providing the possibility of issuing vaccinated, sterilized (neutered) and not aggressive animals from shelters in the former environment, the bill will be submitted to the Duma on Thursday, told RIA Novosti one of the authors of the project, the head of the Committee on ecology and environmental protection Vladimir burmatov (EP).

The authors of the initiative were also made by the leader of «Fair Russia» Sergei Mironov, and deputies Oleg Shein (WED), Sergei Boyarsky (EP) and Vasily Vlasov (LDPR).

As explained Burmatov, now all municipal shelters have the right to destroy animals caught. This measure is not only inhumane, but also quite expensive for the regions and promotes corruption in the cast of tenders in this field.

«Thus, we believe it is necessary to specify the current powers of the subjects of the Russian Federation for the treatment of neglected animals, supplementing them with the possibility of a vaccinated, sterilized (neutered) and not aggressive stray animals in the same habitat,» reads the explanatory note to the bill.

According to Burmatova, this method would cost the region approximately half the price. He said that the cost of all procedures associated with the murder of a homeless animal, costs about 7-9 thousand rubles, and its trapping with the vaccination and sterilization and then return on Wednesday — about 3-4 thousand rubles. In addition, according to him, the proposed method will help in the fight against the spread of disease.

The head of the Duma Committee stressed that the new powers will allow the regions to keep records of stray animals, which in turn also allow to counteract corruption. He explained that now the contracts are concluded for the elimination of stray animals, in fact, impossible to check, as it is impossible to know for certain the number of euthanized dogs or cats. The new method will allow to save considerable funds, and the number of animals that will not be subject to return to the habitat, be already known.

«This is a very humane measure, which allows to stop the mass murder of animals, to give regions to save money, to disease prevention, rabies in the first place, and keep a record of animals, and thus put an end to corruption and the «cuts» on the killing of these poor dogs,» summed up the parliamentarian.
