The state Duma adopted in the first reading the draft on simplification of the implementation of UN security Council sanctions

The state Duma adopted in the first reading the bill introduced by the government of the Russian Federation and to simplify the procedure of introduction and cancellation of the regime of Russia’s use of international sanctions imposed by resolutions of the UN security Council.

These resolutions provide for coercive measures against States, organisations and persons posing a threat to international peace and security.

According to the draft UN security Council resolution is binding after the official publication of the text in Rossiyskaya Gazeta and on the official portal of legal information (www.pravo.gov.ru). Such publication should be carried out within two working days from the date of posting of the resolution in the Russian language on the portal of the UN. The Ministry of foreign Affairs shall inform the authorities and organizations of the adoption of UN security Council resolutions within two working days from the date of their adoption.

Now the decision on Russia’s fulfillment of UN security Council resolutions accepted by the President of Russia. Currently, there are 13 sanctions regimes of the UN security Council, and Russia has already accepted over 30 presidential decrees on measures to implement security Council resolutions, explained earlier Deputy foreign Minister Sergey Vershinin.

But the procedure of their development is a long-term interagency coordination and the subsequent consideration of the government and the presidential administration. During the preparation of the decree and its coordination environment in the sanctioned country and other related circumstances are subject to change. Sometimes the draft decrees become obsolete already at the stage of approval, noted the Deputy Minister.
