The leader «Fair Russia» Sergei Mironov said he would not support a bill which proposes to oblige the unemployed Russians to pay the premiums.

Earlier, the author of the initiative, member of the Duma Committee on labour and social policy Sergey Vostretsov (United Russia) told RIA Novosti that the initiative will be introduced in the lower house in 2019. According to the text of the bill, which is available to RIA Novosti, the citizens recognized as the unemployed will be required to pay the premiums themselves to the social funds based on the size of the minimum wage.

Mironov noted that social security should be provided for all citizens, contributions should be voluntary.

«Social security should be addressed as follows: if we have a duty of the state in health and education is the responsibility of the state for all our citizens, they are working, not working, retired… But, by the way… we offered a long time ago, the law is voluntary, at the rate of 6% of anyone who sees fit, pays these fees… It’s only voluntary, no compulsion should not be, especially any penalties», — said Mironov on air of TV channel «Russia 24».

The Federation Council on Friday approved the law on holding in 2019-2028 years of experiment to establish a special tax regime — tax on professional income in Moscow, the Moscow and Kaluga regions and Tatarstan Republic. The new regime for self-employed subject to the payment of tax on income from sales of goods, works, services and property rights of natural persons at the rate of 4%, individual entrepreneurs and legal entities — 6%. Those who had passed, personal income tax of 13% will not pay.
