Vladimir Deputy adopted in the first reading the law on the regional budget for 2019 and the planning period of 2020 and 2021 years, according to which the future income year amount of 61.7 billion (110,5% by 2018), the cost — 63,8 billion rubles (109,9% by 2018), the press service of the Legislative Assembly.

Under the bill, in 2020, the income will be from 59.9 billion rubles, expenses — of 60.4 billion rubles. In 2021, the region needs to reach a balanced budget — revenues and expenditures will total of 60.9 billion rubles.

Tax and non-tax revenues in 2019 is expected to be $ 45 billion, or 109% by 2018, and in 2020 — 48.2 billion rubles, in 2021 50.5 billion rubles. When budgeting take into account increases in excise taxes on gasoline, motor oil, diesel fuel and alcohol, changes in the rates and regulations of enrollment to the regional Treasury certain taxes and the abolition of some tax benefits.

«The main priorities remain the same: the fulfillment of social obligations to the population, increasing public sector wages, capital investments in objects of social sphere. So, from January 1, salaries of state employees will grow by 5%-7,9% (depending on categories), 5% will be indexed social benefits and payments,» — said the press service.

In 2019 the social sphere will be sent a total of 41 billion rubles, or 68% of budget expenditures, including on education — 25%, health care is 17.2%, social policy — 21,6%.

One of the priorities is support of the economy. In 2019 it is planned to send 9.8 billion rubles, or 16.2% of expenditures (by 14.8% more in 2018), in 2020-2021 years — at 9.4 billion rubles. The biggest amount is planned for the road sector.

Individual applications in the project budget allocated funds for the state support of the families and children under 14 regional programs. In 2019 they will be 19.9 billion in 2020 19 billion in 2021 — 19,2 billion rubles.

To support initiatives of citizens, including, for landscaping within the so-called «people’s budget» in 2019 it is planned to allocate 708,5 million rubles in 2020 — 673,1 million, in 2021 614,7 million rubles.
