Made by the Advisor to ideas in connection with the incident in the Kerch Strait, during which Ukrainian ships violated the border of the Russian Federation was detained, may give an idea of the direction in which the potential to develop the EU’s reaction.

«The European sanctions against Russia are not working. Collision in the sea of Azov shows the need for a new approach to Moscow,» the title of an article Tocci, co-authored with another expert in the European edition of Politico.

«Out of any discussion about who provoked whom and who will use this incident for any political purposes, one thing is clear: the EU needs to rethink its sanctions policy against Russia», — said the author.

«We need another way. Instead of having to bind a solution to the «Minsk» or other forms of negotiations, the EU needs to formulate a clearer set of criteria: based on the violation of international law and human rights. This approach, for which the most active are the Netherlands, will bring clarity in the EU’s approach to Russia and strengthen its impact,» States the publication.

According to the authors, «this will send a signal to Moscow about how it should behave — and give to understand that the EU is ready to toughen its response if necessary».

According to him, consensus on this issue yet, but the topic can be included in the agenda of the next Ministerial talks in December. On Sunday, three ships of naval forces of Ukraine «Berdyansk», «Nikopol» and «Yana Kapu» — violated the border of Russia, included in the temporarily closed waters of the territorial sea of the Russian Federation and moved from the Black sea to Kerch Strait. They maneuvered in a dangerous manner, did not obey the lawful demands of the Russian authorities and was arrested.

Russian President Vladimir Putin called the incident in the Kerch Strait provocation, noting that among the crew members of Ukrainian vessels violating border of the Russian Federation, were two employees of the security service of Ukraine, who actually led the operation. Meanwhile, Putin stressed that Russian border guards had performed their functions for the protection of the state border. According to him, the provocation in the Black sea tied to a low rating of the President of Ukraine Petro Poroshenko before the elections. Putin said that Poroshenko has a chance of not even go in the second round, so he needs to do something to exacerbate the situation and create insurmountable obstacles to its competitors, primarily from the opposition.Advisor Mogherini believes that the sanctions the EU’s approach to Russia not working© Infografiken sanctions against Russia and retaliatory measures
