The whole complex of measures for anti-terrorist protection of religious objects cannot be installed for two years now for such objects developed separate requirements, said the head of the legal service of the Moscow Patriarchate abbess Xenia (Chernega).

According to her, the Russian Orthodox Church is «a fair concern» the draft law on amendments to the Code of administrative offences (Cao). It sets quite high administrative fines up to 500 thousand rubles for legal entities failure to comply with the requirements of anti-terrorist protection of places of mass stay of people.

Hegumeness Kseniya reminded that the Interreligious Council of Russia sent a letter to the speaker of the state Duma of the Russian Federation Vyacheslav Volodin, a request to establish liability of religious organizations for non-compliance on anti-terrorist protection of objects only after will be approved special requirements for them.

«To date, this request granted, in the near future are expected to be adopted in the second reading Federal law on introducing amendments to the administrative code. This bill amended the essence of which is that religious organizations one year to develop special requirements for anti-terrorist protection of their facilities will be exempt from penalties for violations of requirements of antiterrorist protection of objects of religious significance», — said Chernega.

At the same time, she said, the government instructed relevant bodies to develop such requirements and place them in a separate document.

«We are working on this document», — said the representative of the Russian Orthodox Church, speaking at a round table on the theme of improving Church-state relations, with the participation of religious leaders, experts and government representatives.

Chernega also said that the authorities in the regions will include prayer halls of temples to places of mass stay even if they are filled with people (by law, more than 50 people), only one, two or three times a year. As a result, the places of mass stay related, for example, rural churches.

A round table held by the Russian Association for the protection of religious freedom (RARF), which unites representatives of traditional religions of Russia, non-governmental organizations and scientists, with the support of the Council for cooperation with religious associations under the Russian President.
