The level of tolerance to injustice and rudeness of officials in Russia has significantly decreased, an important prerequisite for such changes in the social climate was the consolidation of the Russians and the Patriotic enthusiasm after the reunification of the Crimea with Russia, the draft of the annual report of the Public chamber of the Russian Federation.

«A series of scandals recently, such offensive statements made by officials, which often follow retirement, show that society has undergone important changes: the standards of «tolerance» to injustice and bureaucratic rudeness were significantly lower,» — said in a report on the state of civil society in Russia.

«An important precondition for such a change of atmosphere became a public consolidation, Patriotic enthusiasm — the same «postkrymsky consensus», which even today has not disappeared,» the authors of the document.

According to OP, public examination «is designed to become a necessary part of the regulatory impact assessment of normative acts, practices, actions of the authorities at all levels.» «Without the involvement of active representatives of civil society and people on the ground, it is impossible to radically improve life in the country,» the report said.

The report will be finalized taking into account the proposals of the participants of the plenary session OP the Russian Federation, which takes place in Moscow on 3-4 December. The final version of the Report will be submitted before the end of the year and sent to the President of the Russian Federation, both chambers of the Federal Assembly, ministries and departments.

Crimea became a Russian region after held there in March 2014 referendum in which the vast majority of residents of the Republic of Crimea and Sevastopol voted for entry into structure of Russia.
