The highest salaries in Russia the residents of Yamalo-Nenets Autonomous district, Chukotka and Nenets Autonomous Okrug, the lowest – in the national republics such as Daghestan and Karachay-Cherkessia, and also in a number of subjects of the Central Federal district, according to a study of earnings in the Russian regions in 2017.

By order of the RIA Novosti news Agency RIA Rating carried out a study on the level and distribution of wages in the regions of Russia and made a rating. As the main indicator of ranking the ranking used, the proportion of paid workers with a salary of over 100 thousand rubles and the share of low-paid, earning less than 15 thousand rubles per month, as well as the range of the most common salaries in the region.

Can boast

In Russia as a whole to 4.4% of employees can boast of a salary (less income tax) of more than 100 thousand rubles per month, and the year their share increased by approximately 0.3 percentage points. This salary almost in any situation provides the average income for the employee, and often you can even talk about the high financial well-being at this level of remuneration. For comparison, the median salary (half the people receive wages below this level and half above) in 2018, according to estimates of RIA Rating, 26.9 thousand rubles per month.

However, only 17 regions are characterized by a share of highly paid workers is higher than the national average. Half of the regions this ratio is less than 1.6%.

Leaders in the share of high salaries became the Northern and far Eastern regions and Moscow. In the Yamalo-Nenets Autonomous Okrug (leader rating) over 27% of workers earning more than 100 thousand rubles per month, and the year before was less than 24%. The share of employment with low wages is only 1.5%, which is the third result (even less the low salaries in Chukotka and Magadan). Second place was taken by Chukotka Autonomous Okrug, where 26% of workers receives more than 100 thousand per month. The third – place share of the high salaries settled Nenets Autonomous Okrug, and the fourth was Magadan oblast.

In 2017, Moscow was at third place, and now moved into fifth position with a score of 17.6%. Only in nine regions this share exceeds 10%. In addition to the above five in four constituent entities of the Russian Federation at least one worker out of ten has an official salary above 100 thousand roubles Sakhalin oblast 12.7 per cent, Khanty-Mansi Autonomous Okrug – Yugra is 12.7%, the Kamchatka region – 11.7% and the Republic of Sakha (Yakutia) is 11.5%.

How to become leaders

Almost all the regions of the first twenty is remote regions (Northern or far Eastern) as well as Saint Petersburg and Moscow. Thus, as in Soviet times, despite all the economic and social transformations in Russia in recent decades, the Northern regions remain competitive in the labor market, even despite the loss of a number of Soviet privileges and preferences. The main business in these regions – mining all kinds of natural resources that allows not only to obtain high profit to the owners, but to pay relatively high wages.

Often high salaries are compensation, since the level of prices in the leading regions is quite high. However kompensiruet not only the high cost of current consumption but also loss in the comfort and quality of life due to the harsh weather conditions and remoteness from other regions.

High salaries in Moscow and to a lesser extent in St. Petersburg have a different explanation. In the two largest cities of the country are located the Central offices of almost all the flagships of the Russian economy, as well as the headquarters of foreign corporations. At the same time Moscow is the financial centre of Russia, in addition, there are Federal bodies of state power, a wide range of companies related to sectors with high productivity (IT, Internet business and other). All this determines that the majority of top managers and the highest paid employees work in the capital or in St. Petersburg.

Near Moscow «the rich» less

In General, in 15 regions of less than 0.8% of the employees can boast earnings of up to 100 thousand rubles a month, a year earlier there were 17 regions. In the current ranking there is only one region where less than 0.6% of workers have a monthly salary above 100 thousand rubles, while in the previous ranking there were six regions. The minimum proportion in the current ranking is observed in the Republic of Adygea – 0,59%, and the year before, the latter result was in the Republic of Dagestan (0,48%), but now Dagestan moved to fourth place finish with a score of 0.62%.

National republics are historically characterized by high unemployment and low wages, so low official share of paid workers here is quite logical.

If the number of regions with a minimum share of «rich» workers got a lot of regions of Central Russia: Pskov oblast, Tambov oblast, Bryansk oblast, Oryol oblast, Ivanovo oblast and other. Most likely, the lack of a large number of jobs with high salary in the regions of Central Russia due to their relative proximity to Moscow, although one would expect, on the contrary, benefits from this neighborhood. To explain this phenomenon is the fact that many enterprising people have more opportunities for moving to Moscow from the immediate region.

In addition, local businesses can be controlled from the capital, so Central offices are often located in Moscow. But it is worth noting that in the neighbouring regions of Moscow (Kaluga oblast, Tula oblast, Yaroslavl oblast, Tver oblast, Smolensk oblast and Vladimir oblast) has already been observed, the process is relatively fast formation of high-performance business focused on the Moscow market. This leads to an increase in the number of paid workers and leads to higher location of these regions in the ranking.

Low earnings

In 22 regions of the country more than 33% of people get less than 15 thousand rubles a month. The leader by the share of low-wage workers is Dagestan – 46% and the second result of the Karachay-Cherkess Republic (44%). The study showed RIA Novosti, in six regions, two of five workers earning less than 15 thousand per month. Thus, in a significant number of regions, many workers receive rather low wages.

However, in some regions, mainly the far East and North, there are almost no people who earn less than 15 thousand rubles a month. This is largely due to the fact that prices for food and utilities in the Northern and far Eastern regions is very high, and opportunities for part-time farming is strongly limited by climatic conditions. This imposes certain obligations on employers as in the case of very low wages the workers can literally starve to death or freeze to death.

The average salary

Thus, it is possible to say that the typical salary lies in this interval.

The region’s leader, Yamalo-Nenets Autonomous Okrug, the range of typical salary from 45 thousand to 107 thousand rubles per month. Approximately the same result (43-102) in Chukotka. In 11 regions the minimum limit of the the most common salaries exceeding 25 thousand rubles, and in 13 regions employees reasonably can expect salary above 50 thousand rubles a month. On the other hand, in 12 regions typical salary does not exceed 27 thousand rubles a month.

Is expected to improve

Named the regions with the highest and lowest salaries© RIA Novosti / Vladimir Traveloperator in fotobabbles Russian companies plan to increase sublative first, it is worth noting that in 2018 there was a fairly sharp increase in the minimum wage. In 2017, it was equal to 7800 roubles (in some regions above), and in 2018, the minimum wage was increased twice, to 11163 rubles a month. Thus, the minimum wage has increased over the year by 43%. Most likely, improve the level of wages in this regard will continue in 2019. Thus, you can expect accelerated decline in the proportion of people with very low salaries are likely a pay raise.

Secondly, a study by the RIA Rating 2017, revealed a close relationship between wage inequality and unemployment. We can say that the higher unemployment in the region, the higher the wage inequality. This can be explained by the fact that in regions with high unemployment, many people agree to virtually any low-paid work. However, unemployment in Russia, reduced hard enough, and we can even talk about the shortage of workers and bright minds in many regions. Thus, the reduction of unemployment the wages of low-wage workers will catch up to the average, and wage inequality will be slightly reduced.

Thirdly, can continue the trend 2018 appreciable growth of the average wage. In 2018, a prominent role was played by the above mentioned increase in the minimum wage and increase public sector wages. But other sectors of the economy showed a noticeable increase in average wages. So in 2019 we can expect growth in real wages, though slightly less than in 2018.
