The Committee of the Federation Council on international Affairs will be discussed at the meeting on 3 December, together with representatives of the foreign Ministry and the FSB, the situation with violation of Russian border by three ships of the Ukrainian Navy in the Kerch Strait, reported on the website of the chamber.

It is also noted that the Russian foreign Ministry in the meeting will participate Deputy Minister Grigory Karasin.

On Sunday, three ships of naval forces of Ukraine «Berdyansk», «Nikopol» and «Yana Kapu» — violated the state border of Russia, included in the temporarily closed waters of the territorial sea of the Russian Federation and moved from the Black sea to Kerch Strait. They maneuvered in a dangerous manner, did not obey the lawful demands of the Russian authorities. The Ukrainian ship with 24 sailors were arrested, three Ukrainian military were wounded, they are hospitalized and receive medical care, seafarers ‘ lives are not threatened. Thursday entered into force the law on the introduction of martial law in ten regions of Ukraine, and internal waters of the Azov-Kerch water area for 30 days. This mode provides the possibility of temporary restriction of constitutional rights and freedoms of citizens, including the right to participate in elections, to freedom of thought and speech.

Russian President Vladimir Putin called the incident a provocation, noting that among the crew members of the Ukrainian courts, violated the border of Russia, were two employees of the security Service of Ukraine, who actually led the operation. Putin stressed that Russian border guards had performed their functions for the protection of the state border.

Federation Council speaker Valentina Matviyenko said on Thursday that the Federation Council will appeal to international organizations with a request to respond to unfounded restriction of the rights of Russian-speaking population in the East of Ukraine in connection with the imposition of martial law.

According to her, the senators are concerned that martial law in those areas in the East of Ukraine, where the least public support of the current government. She noted that the Federation Council will require the international community’s appropriate response, adding that the introduction of martial law was aimed at restricting the rights of Russian-speaking citizens in the East of Ukraine.
