The state Duma Committee on natural resources, property and land relations recommended the lower chamber of the Parliament adopted in first reading bill on the establishment of a registry of unscrupulous water users and participants of the auction for the right of conclusion of the contract of water use.

«This is another step towards a more qualitative work in terms of environmental management. Propose to approve the conclusion of the Committee, to recommend the state Duma to adopt the bill in the first reading and to include the bill in the draft procedure of work of the state Duma on 6 December,» — said at the Committee meeting, its Chairman Nikolay Nikolaev.

The bill introduced by the government of the Russian Federation, designed to improve the efficiency of management and use of water resources and prevention of the participation in auctions for the right of water use by unscrupulous parties.

In the course of law enforcement practice were identified cases of misuse of water and failure to comply with the conditions of permits, noted in the explanatory note to the bill. And the practice of participation in auctions for acquisition of the right for conclusion of the contract of water use shows that auctions often participate and win natural and legal persons that are not interested in further use of the reservoir. The purpose of these individuals is to derive a material benefit, including a refusal to participate in the auction or the assignment of rights of use of waters, says the Cabinet.
